The ONLY purpose of this utility is to allow validation md5-checksums of previously downloaded files without the need to enter passwords or other identifying information. This is intended where the validity of a downloaded file needs to be proved in some litigation.
In order that we do not reduce the security, privacy and integrity of the system you will be required to enter either the full file name that was downloaded or the checksum of that file that you did download. Both of these use anon-deterministic system that generates a 32-character code that is relatively impossible to guess.. There are 340,282,366,920,938,463,463,374,607,431,768,211,456 such codes so the chance of guessing one is essentially zero. One guess per second would take much longer than the age of the universe by a factor of 24.6 octillion.
We therefor regard the chance of a guessed entry as being impossible. But, to ensure this we rate limit the number of entries that you can make to prevent a brute force attempt.
